Former Finance Minister Wants Self-Financing Public Bodies to Provide Scholarships

Former Minister of Finance and the Public Service and now Minister of Agriculture, the Hon. Audley Shaw, says he will be recommending the institution of a policy that will encourage self-financing public bodies to establish scholarship funds for the nation’s students.

“If every self-financing public body were to take on this project, it would be a great addition to the educational plant in Jamaica,” he contended.

Minister Shaw was speaking at the Betting, Gaming and Lotteries Commission’s (BGLC’s) Education Fund Meet and Greet at the Commission’s office in Kingston on August 30.

The BGLC is offering financial assistance in the amount of $9.5 million to cover the expenses of more than 180 students attending tertiary institutions for the academic year 2017/ 2018.

The sum is the largest since the BGLC started its scholarship awards programme in 2013. The Minister commended the BGLC, and encouraged private-sector companies to follow the example of the entity.

He also urged the students to make maximum use of the opportunity given to them. Executive Director of the BGLC, Vitus Evans, indicated that in addition to the scholarships, the Commission provides grants to children of employees.


The Betting Gaming and Lotteries Commission is headed by a Chairman and five (5) other Commissioners, all appointed by the Minister of Finance. The Commission’s day to day functions are conducted through three operational divisions and four (4) support divisions. Their three (3) operational divisions are:

  • Licensing and Registration Division;
  • Compliance and Regulatory Division;
  • Enforcement Division.

The Betting Gaming and Lotteries Commission also has four (4) support divisions, which are:

  • Corporate Division, which houses the Executive Director’s office; the Legal Services Department; Communications and Research Department; and Internal Audit
  • Human Resources and Administration Division
  • Finance and Accounts Division
  • Information, Communications and Technology Division
