The University of Malaysia through the Malaysian Technical Cooperation Programme (MTCP) was initiated at the First Commonwealth Heads of Government Regional Meeting (CHOGRM) for Asia Pacific Region in Sydney in February 1978. It was officially launched on 7 September 1980 at the 2nd CHOGRM in New Delhi, India, to signify Malaysia’s commitment to South-South Cooperation, in particular Technical Cooperation among Developing Countries (TCDC).
The MTCP emphasises the development of human resources through the provision of training in various areas which are essential for a country’s development such as public administration, good governance, health services, education, sustainable development, agriculture, trade and investment, ICT and banking.
Since its inception in 1980, more than 34,000 participants from 144 recipient countries have benefited from the various programmes offered under the MTCP.
Malaysia began embracing the notion of partnerships for sustainability in the late 1990s. Today, after three decades of experimentation and learning, partnerships for sustainability is a norm among various stakeholders, led by the local governments particularly in urbanized areas in the country where civil societies flourished the most.
Mayors of Malaysian award winning local governments have since been recognized as exemplary urban leaders in sustainability. Under the leadership of local governments, governance of sustainable initiatives has given the rise to the changing face of public sphere.
This is evident in the increasingly visible and impactful sustainable policies implementation through place making, community-based river care programs, urban gardening, urban farming, community forests, local biomass projects, etc. The implementations of these sustainable initiatives are essentially community-based, in partnership with environmental NGOs and the private sector, supported by the local governments.
Objectives
- To share development experiences with other countries;
- To strengthen bilateral relations between Malaysia and other Developing countries;
- To promote South‐South Cooperation; and
- To study policies and programs introduced by Malaysia, especially in the context of local sustainability; and
University of Malaysia Target Participants
The total number of candidates is limited to fifteen (15), comprising of public officials (middle and senior levels) from various government ministries and agencies, local governments and NGOs. Priority of selection will be given to applicants whose major tasks as public officials involve critical areas of urban planning and local sustainability.
Seminar Presentation
Participants will be assigned to a group of four (4) to five (5) members with a specific topic which is relevant to their work experience in their respective organisations. As part of this training programme, each group will present their practical and workable cases. Several senior academicians/officials will be invited to evaluate the presentations.
Participants are required to bring research materials that may be helpful in preparing for their seminar presentation and proposals and these presentations must incorporate lessons learned throughout the duration of their training programme in Malaysia.

Admission Requirements
- Applicants are obliged to fulfill the following requirements:
- A civil servant of any country with practical experience of more than five (5) years in the public sector;
- Between 26 – 50 years of age;
- Should possess a good command of written and spoken English. A Phone interview with short-listed candidates will be conducted by the Embassy of Malaysia before a final decision is made;
- Must be in good health (applicants must submit his/her medical certificate together with the application form);
- Had never participated in previous MTCP or TCTP training programmes organised by INPUMA or other Malaysian implementing agencies; and
- Must not currently serve in the military service.

All application forms must be duly completed and endorsed by the Ministry of Foreign Affairs or National Focal/Aid Coordinator Agency in the Respective countries (the relevant ministry or agency responsible for the overall coordination of international technical assistance) and should be submitted ONLY through the diplomatic channel via Embassy of Malaysia in the respective countries.

MTCP application forms can also be obtained at nearest Malaysian Embassies in recipient countries. INCOMPLETE AND/OR UNENDORSED FORMS WILL NOT BE PROCESSED. Submitted application forms must be accompanied by the applicant’s:

- Passport sized colored photo (3.5cm x 5cm)
- Medical Report
Successful and unsuccessful report applicants will be notified by INPUMA. Application forms which have been endorsed and approved should be submitted ONLY through the diplomatic channel via Embassy of Malaysia in the respective countries no later than Tuesday, 7 July 2020.
